TheMerricat: @mtvcdm So in the _early_ pre-2000's era, I believe they set it up so that each region had basically a pool of prizes that were possible and distributed the pieces accordingly by region with the assumption that most of the prizes wouldn't be redeemed due randomization. Then the internet came along and while it didn't help with the super rare top prizes, people were able to cooridinate enough to share pieces that McDonald's had to pay out more of the pool than the campaings were actually budgeted
