PMAvers: It's interesting how secrecy and intel are basically inverted from how it worked in VTES. All actions were performed by a character, and had a Secrecy rating, which sorta worked by flying. Characters can be tapped to counter/intercept the actions if they had enough intel ("reach") to meet the secrecy.
